This issue has been addressed at https://www.drupal.org/project/drupal/issues/2838547 🐛 Remove default colon behind inline labels Needs work , and a merge request (MR) has been created at https://git.drupalcode.org/project/drupal/-/merge_requests/9863, which addresses the colon in fields. This mentions MR, which handles this issue by moving code to PHP. So when you search in User interface translation, this "@label_inline:" can be translated based on the language.

For me given we're going to a translated string solution in 🐛 Remove default colon behind inline labels Needs work we're going to need to reconsider this. Because any themes built from starterkit will need to be fixed to account for the core change. I think we should fold this issue into that issue and go from there.
