"Insert paragraph after block" button covered by "Powered By" link

Note: Gin admin theme pictured above. Untested with Claro admin theme. If this doesnt apply to drupal core, then it should be moved to the Gin issue queue.

I've checked it with olivero & claro, its working as expected:
