Add a composer file and include dependencies

Problem/Motivation

This module does not have its own composer file, which forces the site maintainer to add dependencies manually (files transfer or the main Drupal composer.json file).

Proposed resolution

Add a composer file to this module and configure all requirements in the require key.

Composer must also automatically fetch https://github.com/ariutta/svg-pan-zoom/. Once you test this, you also need to update the READMe.md file.
