Remove obsolete polyfills for IE11

Problem/Motivation

The polyfills js/form.requestsubmit.polyfill.js and js/form.submitter.polyfill.js are no longer needed because IE11 is not supported anymore. Core doesn't support IE11 anymore, see https://www.drupal.org/node/3199540 →

Proposed resolution

Remove the polyfills.
