/poll overview shows unpublished polls

Problem/Motivation

I noticed the /poll overview is showing unpublished polls as well, regardless if you have the permission or not.

Steps to reproduce

Create a poll in every state
Published | Open
1 | 1
0 | 0
1 | 0
0 | 1

You will see 4 polls on /poll when logged in with a user with the "view polls" permission.

Proposed resolution

Check if we can write an access handler instead of updating the view.

Check if this issue is also replicated on the admin overview page.
