Create Blocks based on PDF Wireframe for Drupal CMS

That pdf has outdated wireframes.

Check 📌 [META] Track 11: Dashboard page for post installation and login Active and child issues for the current status of the dashboard for Drupal CMS.

✨ Create placeholder blocks for welcome dashboard Active contains placeholders for some of the issues.

We still not sure if we will provide default dashboards for non-Drupal CMS installations, and if we do, if they will be the same (probably not, as we can't assume we have the same modules installed).

The Drupal CMS blocks are on the Drupal CMS recipes already based on the latest designs.
We still don't have default blocks in dashboard, and I think that's fine.
