Create placeholder blocks for welcome dashboard

Can we fix the spacing issues, and if yes should this be addressed in dashboard contrib module or core Layout Builder module ?

@boulaffasae If you mean the space at the right of the Site Status block this will be fixed once we have a more clear spec on what that block should be look like.

We have 📌 Ensure that Dashboard works well with Gin Active in the Dashboard queue though.

Space between blocks on the left side (top/bottom of Add new).

Just one question so far, otherwise I'm okay with this as-is.

Rebased

Needs tweaking in the wake of ✨ Drupal CMS does not need more than one Editor Active , and some test coverage. Plus a couple of non-blocking observations. Otherwise this looks good to me.

This is outdated after the new designs, so let's close this.
