Reviewed the changes and they appear to be good cleanup/refactor. I opened a few of the files locally and phpstorm was flagging those variables too.
The Needs Review Queue Bot → tested this issue. It no longer applies to Drupal core. Therefore, this issue status is now "Needs work".

Rebased with conflicts in the baseline, which I then rebuilt, so leaving at RTBC.
However, OpenTelemetryNodePagePerformanceTest::testNodePageHotCache is failing on 11.x.
