Toggle group_content_menu ignore dynamically

I initially merged https://git.drupalcode.org/project/wse/-/merge_requests/69 but then reverted it because I think the code in wse_menu_entity_type_build() can be a lot simpler, and doesn't need to invoke the workspace information service.

Committed this patch instead to 2.0.x, and cherry-picked to 1.0.x.
