action_help() function already existin in Drupal core and conflict with Action module hook_help() implementation

I have no idea if this module will work without action_entity_type_build. So I just deleted Node Export and Action modules entirely.

I can't get how you get this situation, even if core module exists and contrib one installed...

only one of them should be used after cache clearing - and this one is contrib
