Try installing in D8 versions < 8.8
Restrict the version by replacing core_version_requirement: ^8.8 || ^9 || ^10 || ^11

Given that Drupal 8 hasn't been supported for several years, I don't think this is something that needs to be done, it's more likely that the D8 support needs to be dropped due to API changes elsewhere.
