Add link to config in module info

aaron.ferris → made their first commit to this issue’s fork.

Tested with this patch

- Latest version of this module
- Drupal 10.2.4

Expected: Configure link exists in the module listing page
Actual: Configure link exists in the module listing page, clicking the link takes the user to admin/config/development/log_stdout
