Menu blocks disappear randomly on sites for anonymous users.

Problem/Motivation

Anonymous users are unable to see sidebar menu blocks on certain pages, although they are visible to logged-in users. This issue appears intermittently and seems to return after cache clearing, even though it temporarily resolves the problem.

Steps to reproduce

1. Visit a page that contains a sidebar menu block while logged out. 2. Verify that the sidebar menu block is not visible. 3. Log in and revisit the same page to confirm that the sidebar is visible.

Proposed resolution

Investigating the possibility of caching issues. The initial fix was to clear Drupal caches and rebuild permissions, but the issue persisted. A patch was introduced to add cache contexts, and initial testing indicates that this might resolve the issue. Monitoring is ongoing to confirm.
