returnto_list is not an array in default config

Problem/Motivation

On a fresh install (dev branch) when I visit the settings form, I get the following error message:

TypeError: implode(): Argument #2 ($array) must be of type ?array, string given in implode() (line 35 of modules/contrib/drupalauth4ssp/src/Form/SettingsForm.php).

Steps to reproduce

Download dev branch.
Enable module.
Visit /admin/config/people/drupalauth4ssp

Proposed resolution

Fix default config in config/install directory.

Test with fresh install.
