I just installed rc5 on Drupal 10.3.3 and have the same problem. There is no 'Block (plugin)' field to add.

1 . I Installed the module and enabled it.
2. Then Go to page content type and click add field.
3. I selected the reference type field and click add.
4. Select the block plugin field and add.
Please follow the steps above.

Thanks. It was not clear from the installation notes that the reference field type needs to be selected first. I was looking for a block field type.
