Add an option to checklist items to allow for Not Applicable (N/A)

This was actually proposed upstream a long time ago in Checklist API (where such a request should be addressed): #2137379: Make checkbox a radio button with additional option(s) → . That issue stalled out, but I think it's a good idea and I'm happy for you to re-open it. There's some good analysis for you to build upon.
