Add an option to checklist items to allow for Not Applicable (N/A)

Problem/Motivation

This feature request came from @banoodle on my team. There are items in the checklist that are not applicable for all sites. This can lead to confusion for users of the checklist, what should they do? Check it off to get 100% completion? Or leave it blank and let it look like the checklist wasn't finished.

Adding an option to items that allowed users to select N/A could add to the completion percentage and allow for users to complete the checklist review.

Maybe we could add a summary that could be copy/pasted into ticket tracking tools or emailed showing completed and not applicable tasks.

This should be changed to the 6.0.0/6.0.0-dev branch when we open it. Mental note, we can't start a 6.x as that existed for Drupal 6.
