There is a short definition of "novice" β :
It would make a good project for someone who is new to the Drupal contribution process. It's preferred over Newbie.
In my opinion an issue tagged "Novice" must have extent unambiguous tasks that could be completed by contributors with little or no experience with Drupal contribution or with OSS contribution. The "Novice" tag must be removed when that isn't the case.

For context:
I have no real preference what Core decides here, this has originated out of Slaxk discussions regarding βa non-novice userβ repeatedly picking up issues tagged as novice that have been tagged for only a couple days (not weeks to my recollection though some may have).As noted in the IS there are multiple conflicting statements being given by core team members over the past year or two ranging from βanyone may pick up the issue (with little delay)β to β1-2 months afterβ (personalky inwas told 2 weeks when I first inquired)
This conflict leads to in one thread a user being told to avoid working on new issues and in another being told it is acceptable for them to work on new novice issues.
The goal of this issue is to obtain a unified statement from Core that both maintainers and contributors can know and adhere to.

Before this gets moved I want to reiterate this is more about different core team members conflicting in what they say about the Core Queue policy than it is about general mentoring.

To my knowledge there is no Core Queue policy about the 'Novice' tag in the core policies β .

Remember that issues tagged 'Novice' should be left for users who are new to the issue queue (not necessarily new to Drupal). When novice issues are reserved for novice contributors, we allow beginners to learn and grow, and the whole Drupal Community will benefit.

I don't think there can be or should be hard and fast guidelines about who can contribute to "novice" issues. We only want to discourage "non-novice" users from picking up smaller tasks primarily to gain contribution credits when, due to their level of experience, they would hopefully be able to equally spend their time tackling some harder problems (which would also get them credit!)
