If a user uses their browser magnification to zoom in or out, at some magnifications the buttons are no longer visible in the WYSIWYG (CKEditor) toolbar. Verified in Chrome on multiple sites, and also verified that the toolbar displays fine using Claro at the same magnification levels.
Some magnifications work fine, but others consistently produce the hidden toolbar buttons.
On a fresh (standard) install of Drupal, enable the Gin admin theme. Go to the form to add an article, and the zoom in to 110% or out to 90%.
Update the CSS to ensure the toolbar container will still have enough space to display when the browser is zoomed in or out.
