Certain actions need to be queued if their issue isn't synced yet

Problem/Motivation

When a new issue gets created but hasn't been synced yet, certain actions like "Mark issue resolved" can't be executed yet because the helpdesk field isn't filled yet. And even if it were, the action can't be performed as the issue doesn't exist remotely yet.

Proposed resolution

Let's queue such actions as well and execute them, when the parent issue is being synced first.
