Configure Project Browser to allow installs through the UI by default

The problem is that, by default, the project_browser.admin_settings:allow_ui_install flag is set to false. It needs to be true for an Install button to show up, regardless of project type.

Try ddev drush cset project_browser.admin_settings allow_ui_install true --input-format=yaml to correct it.

I'm re-titling and re-categorizing this as a feature request, because it's something we could change in the "base recipe" - it's just not clear if that would be desirable, and the decision isn't mine to make. :)

I didn’t realise there was a setting for this, or that it defaults to off! But yes I think it should be on, certainly having to turn it on goes against our ease of use intention (especially since you have to use drush but I’m sure that can be changed).

Alright, this is good to go if tests pass.
