Change the Chatbot time of the response.

Problem/Motivation

Currently the chatbot time is set when the user sends their message - this should instead be set when the first message starts arriving. If its streaming on the first word and if its on none-streaming when the whole thing shows up.

Change so the frontent takes care of timezone and time rendering. For now just time.
