Consolidate and update the tour docs pages

https://www.drupal.org/docs/develop/user-interface-standards/tours#comme... → = deprecated and moved under the overview page
https://www.drupal.org/docs/extending-drupal/contributed-modules/contrib... → = try to move over to Tour module
