gif image is not animating

gif image is not animating in 10.3.x version.

In the manage display I have configured an image style to render with an image style

Now I created an article and uploaded a image with a .gif extension.
But when I view the article, image its not animating.
Then I went to manage display of article and I have selected None (Original Image)

I am not sure if this is a bug or its working like this by design?
Any help or suggestion on this is much appreciated.

If there are image styles like cropping, etc, that will by default essentially "freeze" a Gif to one of its frames.
