Add a Footer menu block to all pages of the site

Problem/Motivation

It is a common practice to use the footer menu provided by the Drupal core's system module to house informational links in the footer of every page.

At the minimum, the footer menu houses links such as Privacy Policy, Accessibility Statement, and can also be used to house Copyright information that site builders can manage using a in the menu item.

The SEO track would like to use this menu to link to an HTML sitemap. I assume the Privacy track would also take advantage of this for a cookie management link/page.

* Create a Footer menu block and place it in Footer Top region.
* Create menu links for Copyright, Privacy Policy, Accessibility Statement
* Create nodes for Privacy Policy, Accessibility Statement
