Consider having "edit own user account" permission

Problem/Motivation

Currently, if we want to prevent a user role from editing their accounts, we do it programmatically or using some contributed modules like https://www.drupal.org/project/userprotect → or https://www.drupal.org/project/edit_own_user_account_permission → (D7).

Therefore I think having this permission in the "User" permission set would be really helpful.
