Great catch, this has been merged in and will be included in the next tagged release.

Unfortunately, I don't think that change worked. I still think Cypress tests are failing in Tugboat. Need to try clearing the cache before trying to enable the theme.

Because this work has been merged in and so many changes happened with the folder structure please create a new copy of this issue so it can be addressed.
