Problem/Motivation

Version 3.6 of admin_toolbar deprecates the admin_toolbar_links_access_filter submodule and uninstalls it in an update hook.
The dependency on this module should be removed or the update will fail.

Steps to reproduce

Update admin_toolbar to the latest version and process database updates. Update admin_toolbar_update_8003 will fail because of the dependency in rocketship_core

Proposed resolution

Remove the dependency on admin_toolbar_links_access_filter
