Modernizr is deprecated in 10.3 and removed in D11, so let's remove it.
Further more, this fixes an issue we currently have in combination with Gin and certain configurations (but HARD to reproduce), see 🐛 Aggregated URL hashes for assets can mismatch due to different order of library assets Active .
Removing the dependencies in the library and the reference of Modernizr in tabs.js fixes all things.
