Problem/Motivation

The Actions UI module has been deprecated in Drupal 10.3.0 and will be removed from Drupal 11.0.

Proposed resolution

Clean up drupal:action from the profile dependencies

Same issue so I copied from https://www.drupal.org/project/dropsolid_rocketship_profile/issues/3442257 🐛 drupal/action 0.0.1 requires drupal/core >=10.3 Fixed

As a workaround you can add this to your composer.json file:

"replace": {
    "drupal/action": "*"
}
