Block Layout tour not available when click on the other admin theme

Problem/Motivation

Write tour integration for all admin theme tab other than only for first/default theme tab

Steps to reproduce

Click on structure > block layout
You 'll redirect to this page: /admin/structure/block , can see tour link available

But when you click on other themes tabs (other than first one) , can not see tour link available
link : /admin/structure/block/list/claro, /admin/structure/block/list/gin
