It's not possible to save account settings form

I get that bug and it's connect with core.
When I removed form['mail_notification_address'] field then start works

In my case I do form alter from basic-site-settings(add fields) and save configs
after open /admin/config/people/accounts and save => throw error like that.

My bad :(
Need only create schema and all work
