By default, access to 'Drupal Symfony Mailer log' view page is restricted to those users with the 'Administer Drupal Symfony Mailer log' permission, whereas I think it should be set to 'View Drupal Symfony Mailer log entries'. Perhaps this was intentional, but it was not obvious to me why some users could not access the Mail Log after I granted them view access. The Delete functionality appears to already be restricted and I don't see any other privileged actions, so updating the view permission seems like a benign change.
Grant 'View Drupal Symfony Mailer log entries' to a non administrator role.
Log in as non-administrator role.
Observe that you cannot access the Mail Log under Reports.
Change the view access permission to 'View Drupal Symfony Mailer log entries'.
