@japerry, please contact also @adriancid who is the one that has created all the releases in 2023.

adriancid unfortunately does not have access to add maintainers. Going to escalate this to the Project Ownership queue due to the upcoming D11 release.

I was originally going to push D11 only changes as a member of the Project Update Working Group, but due to the vast amount of other issues in the queue and lack of maintainer response for quite a while, it seems like ongoing maintainership is needed here.
Escalating a bit sooner due to the high usage numbers for the module and the upcoming D11 release.

The project maintainers, who can add co-maintainers/maintainers, are:
They logged in at least once in the past 30 days. I will contact them.

This is the message I sent to eme.
Hello Wilfrid,
I am contacting you because Jakob ( https://www.drupal.org/u/japerry → ) offered to become co-maintainer for Admin Toolbar ( https://www.drupal.org/project/admin_toolbar → ), a project you created for which you are project owner and maintainer.
May you post a comment on https://www.drupal.org/project/projectownership/issues/3463441 → about accepting or declining the offer? Please do not reply via email; we need a reply on the offer issue.
In the case you accept the offer, you can also add Jakob as co-maintainer, but this is not necessary, as project moderators can add co-maintainers/maintainers to any project.
Without a comment posted on that issue in the next 14 days, Jakob will be probably made co-maintainer.Project moderators will not remove the existing maintainers/co-maintainers; the project owner will not be replaced either. Maintainers cannot change the project owner; co-maintainers/maintainers can only be removed/added by people who have the permission to administer co-maintainers/maintainers.
I am contacting all the people who can administer co-maintainers/maintainers for the project.
A last note: This offer is about being co-maintainer, which for us means somebody who does not have all the drupal.org permissions on the project. Even though being co-maintainers could mean having just a single permission, we expect a co-maintainer to have the following permissions on the project: Write to VCS, Edit project, Maintain issues, Administer releases.
Best regards,
Alberto Paderno

Hi folks,
I don't have any problem adding him as a co-maintainer, but I sent him a message saying it is better to contact the module main maintainers as I was added by them (Eme and Romain). - 🇫🇷France eme
Hello !
Sorry for the little delay (was on holiday ;-) ). As adriancid and romainj are also happy to see you join the team, I add you as co-maintener.
Welcome :-)

@eme, @avpaderno -- can you please add me permissions to create releases? I've committed the D11 issue and fixed tests, but cannot make a new release for Drupal 11 until this permission is updated.
Thanks!
