📌 Fix 'Drupal.Commenting.InlineComment.NotCapital' coding standard Fixed landed earlier today. Which explains why all MRs are failing but HEAD is green.

Sorry, this should've been closed by 🐛 CI: use a snapshot of core's phpcs rules as changes in Drupal core will break MRs with limited benefit to module development Fixed . There's nothing left to be done here.
