CKEditor Plugin not working with Drupal 10 and CKEditor 5

Problem/Motivation

I am using a fresh install of Drupal 10.3.1 using module version 8.x-2.26 and I am trying to add the CKEditor Plugin to the standard Full HTML text format. When looking to add the Flag icon to the toolbar, the icon does not show up.

Steps to reproduce

Install the latest version of Drupal using composer
Install the latest version of the Font Awesome module via composer
Go to /admin/config/content/formats/manage/full_html and see that the Flag icon is not listed as an available tool.
