Downloaded the Drupal 10.3.1 version and found that the Anti-malware software (BitDefender) had highlighted the following warning below:

..\drupal-10.3.1\drupal-10.3.1\core\modules\update\src\Form\UpdateManagerInstall.php tried to load a malicious resource detected as Amsi.Edge.22.BB7B4DF6 and was blocked. Your device is safe.

Since there is no indication of the what package the AMSi was complaining about it is not possible to comment. I think it is time to close this.
