Improve test performance

@DamienMcKenna Execution of complete pipelines are taking now 15mins ~~ also thinking about to remove this variable OPT_IN_TEST_MAX_PHP (As it covers in Next Major will run on php8.3)

Now the complete pipelines and test execution took 12mins.

Thank you for spotting that option, that's a lot better than it was.
