Problem/Motivation

When it can be deducated from the client that a rate limit has been reached, give back the exception AIRateLimitException.

Steps to reproduce

Proposed resolution

Create Drupal\ai\Exception\AIRateLimitException, that is thrown when rate limit is exceeded.
