Provide a configuration form to set sameHeight

Problem/Motivation

According to the project page, anyone wanting to use this module needs to add a data attribute, and the example shown is in a twig template. Some site builders may find this beyond their ability.

Proposed resolution

Provide a configuration form that could be used to set where sameHeight will be used, in addition to being run based on an inline data attribute.

Agree. This module needs to provide configuration forms.

There are several places where it needs to happen AFAIK:

View rows (?)

Field formatters (?)

Blocks

Custom settings form in admin with some sort of an unlimited cardinality element (?)

I'm not sure what to focus on to help site builders.
