+1 The issue is related to the beta sticky action buttons. Deactivating the option fixes the problem.

I have been running into the same issue and the MR is fixing it. Also technically it seems to do the right thing for identifying a media library modal.

Hi, I've applied both the MR !463 and MR !479, raised in issue Ensure sticky action buttons to work with modals and ajax refresh-calls 🐛 Ensure sticky action buttons to work with modals and ajax refresh-calls Needs review , as patch. Both the MRs applied with no errors and resolved the issue of missing action buttons for media library. The changes made in MR !479 also resolve the issue for media library. I have attached before and after attachments for both MRs for reference.
