Problem/Motivation

✨ Make serializer customizable for Cache\DatabaseBackend RTBC is committed

this specified in the igbinary/example.services.yml is now incorrect for 10.3
#cache.backend.memory:
# class: Drupal\Core\Cache\MemoryBackendFactory
