Enable phpunit_next_major CI job to address the issues for D11.

Proposed resolution

Enable OPT_IN_TEST_NEXT_MINOR: '1' & OPT_IN_TEST_NEXT_MAJOR: '1'in the gitlab.
Fix reported warnings or issues required for D11.
