This is an administration theme, it can surely be used for other things but we mainly only support it's use in the backend. There were plans by a group of people creating a frontend version but I think it never took off.
There are contrib modules to swap the admin toolbar menu with a custom one, again nothing we support out of the box.

I got it working with the help of:- Gin Toolbar
- Gin Login
After configuring all the permissions etc. it really worked and looks good fo rmy use case.
