Make 'error_message' property translatable in Webform configurations

Here is a patch that overrides the methods defineDefaultProperties() and defineTranslatableProperties() to make the property 'error_message' translatable.

With the previous patch there was a mistake which made the title of the webform-element untranslatable.

Created a new patch
