It appears you had a file locally that was named a PHP file but did not contain PHP. Look into the directory for your menu_markup extension and find this there. Let me know if that worked out.

Thank you for helping me understand the issue.
I deleted that module and the errors are gone.

Also I found a corresponding issue. https://www.drupal.org/project/menu_markup/issues/3380754 🐛 Latest version broke drupal admin config Needs review
