Remove academicpuma/citeproc-php in favor of seboettg/citeproc-php

Problem/Motivation

Package academicpuma/citeproc-php has been abandoned and is superseeded by seboettg/citeproc-php.
Bibcite already made the move in ✨ Deprecated packages in dependencies Fixed , so bibcite_footnotes need to use it to keep working correctly (especially that academicpuma is not compatible with PHP8).
