[2.0.0-alpha3] Move out code handling conversion of source values from ElementBuilder

Problem/Motivation

In the issue 3423185 ✨ [2.0.0-alpha3] Add allow_expose source plugin Active ,
some code handling source plugin value conversion appears to be at the wrong place in ElementBuilder

Proposed resolution

we move this code to Source plugins. We add a new method to the source plugin interface + adds implementation.
we remove the source code from ElementBuilder and process the refactor.
