Add filters to Batch Operations list

Problem/Motivation

The original design ✨ UX design for script run sub-module Active for the BatchOperations list called out the need for several filters.

This issue is to cover adding them.
The title search could cover search for the class name and the Title.. and maybe the description.

Steps to reproduce

Filters should have the following from left to right:

1. The title search should cover search for the class name, the title, and the description.
2. Last run method (select list for hook_update_n, post update hook, deploy hook, UI, Drush, and cron.
3. Last run by A select list of accounts in the results. - This one may not be worth the challenge.
4. Can run only once (select list for any, yes, not
5. Status of last run (select list, completed, completed with errors, incomplete, incomplete with errors, not run
6. Include test BatchOperations Either a select (yes or no [default]) or just a checkbox
