Temporarily ignore field caches while installing modules

Problem/Motivation

During installation, an entity's base field definitions can be populated and cached before other modules with additional base field definitions on the same entity can make their changes.

Proposed resolution

In order to avoid this, we need to clear the entity_field.manager's caches and recalculate available base field definitions.

Fixes are made on on 11.x (our main development branch) first, and are then back ported as needed according to our policies. Also, 10.2 is in security mode now.
