Weird looking borders when a view doesn't use bulk operations

Problem/Motivation

There seems to be some visual problems related to border styles, when a view doesn't use bulk operations. The problem seems to appear after updating from Gin 3.0-rc10 to 3.0-rc11.

See content view with 3.0-rc10 vs. 3.0-rc11 with bulk operations (borders look ok with both versions).

See content view with 3.0-rc10 vs. 3.0-rc11 without bulk operations (borders look weird with 3.0-rc11).

Steps to reproduce

1. Launch sandbox in https://simplytest.me using Gin 3.0-rc11 and Drupal core 10.2.7.
2. View "admin/content" and see the borders of the content listing look normal.
3. Edit "Content" view in "admin/structure/views/view/content", remove “Node operations bulk form” from fields and save the view.
4. View "admin/content" and see the border of the content listing looks weird.
